Why isn't there a Bayerncard 100

One question: As you know, Deutsche Bahn offers the BahnCard 100. Additionally, various German states offer regional day tickets for local public transport.

Why not combine these and also offer regional BahnCard 100 tickets?

With or without blackout periods, depending on the state.

Could Bavarian Railway Company (BEG) theoretically offer such a ticket for its own local public transport? (Deutsche Bahn doesn't seem interested.)

The Regional day ticket for Bavaria exists. However, unlike the BahnCard 100, which also includes ICE and IC trains, this is only valid in regional trains.
The actual regional train version is the Deutschland-Ticket which probably makes a state limited Bayerncard 100 unattractive.

As the national ticket for regional trains is moderately priced ("Deutschlandticket") I see little demand for such a ticket unless you plan to trips like Munich - Würzburg on a regular basis.
