One question: As you know, Deutsche Bahn offers the BahnCard 100. Additionally, various German states offer regional day tickets for local public transport.
Why not combine these and also offer regional BahnCard 100 tickets?
With or without blackout periods, depending on the state.
Could Bavarian Railway Company (BEG) theoretically offer such a ticket for its own local public transport? (Deutsche Bahn doesn't seem interested.)

The Regional day ticket for Bavaria exists. However, unlike the BahnCard 100, which also includes ICE and IC trains, this is only valid in regional trains.
The actual regional train version is the Deutschland-Ticket which probably makes a state limited Bayerncard 100 unattractive.

As the national ticket for regional trains is moderately priced ("Deutschlandticket") I see little demand for such a ticket unless you plan to trips like Munich - Würzburg on a regular basis.

Lets try it vice versea: What would be an acceptable price for such a bavarian ticket wich includes IC/ICE?
The ticket for whole germany including IC/ICE is roughly 410€ per month.
The ticket for whole germany without IC/ICE ist 63 € per month. (only available with monthly inscription)
The ticket for whole germany without IC/ICE is 51 € per day.
The ticket for bavaria without IC/ICE is 34€ per day.
So, and now a ticket for whole bavaria, but including IC/ICE. per day, per month, per year?

I Think, the question also is what Ticket a Tourist can buy:
The D-Ticket is only subscription, you need EU-bank account and have to order maybe for two months (with 126 Euro still quite cheap)
BC100 Tryout for 3 month, about 1500 euro 10 times the price.
INterrail/ eurail Ticket germany only 15 days for 380 Euro can be used quite simple, because nearly no reservation needed in Germany compared to the other countries.. (With only 4 days you pay 48 Euro per Day, still less than the 'QdL' Ticket for regional trains, which is not valid before 9am)
For Germany resident, there shall be no question: D-Ticket and where needed some 'Sparpreis' ICE tickets on demand.
Bayernticket also is valid only from 9am during the week, and two tickets per month cost more than a D-Ticket.
The only question is, why we can not buy D-Ticket without subscription and maybe shorter validity: Qdl for 50 Euro may be be a 'D-Ticket one Day', but then valid also in the morning, then as new Ticket D-Ticket week for 150 Euro? ( I expect a rise of the regular D-Ticket subscription to about 100-150 Euro per month, to cover the cost of transportation and then we can stop all regional 'Verbund' Ticket sales).

You can pay Deutschlandticket also with Paypal, no EU bank account mandatory. And you can subsribe and unsubscribe for the same month. Its a bit complicated, and you need to plan ahead, but it is possible to have only one month Deutschlandticket.
The reason for that subsription-rule is, mostly, tourists. The Deutschlandticket is mostly funded by state money. The government does so to support their residents, their taxpayers. It is not designed for tourists, who should bring money into the country instead of dragging it out. The price will rise, but as a rule, the price cannot rise by more than 10% a year. So, for 2027 you can expect 69€ per month. It will take time to lift the price to 100€, and above.
QDL ticket restriction before 9 am only aplies for workdays - just as Bayernticket.
I actually don't quite see much usefulness of a "Länderticket" wich includes ICE. You can save one hour by using ICE on the distance munich-Würzburg. How much more would a tourist pay for that?
